question on fuel pressure

ok my 1991 camaro rs was stripped down redone and had the engine and injecting system removed and replaced with a 383. my questions are what kind of fuel pressure should my Mallory regulator be reading? it is reading between 1-3 psi which i believe is too low. My car has a fairly big cam in it and has crappppppppppy low end power but around 3000 rpm's really comes to life but kinda feels like the power drowns out from 4500 to 7000 which it was built for 7000 rpm's which concerns me. I also would like to know if a smaller exhaust would help my low end torque at all for i have none. Also how to identify what kind of head i have.

you need to list some specs of your engines internals.. such as what type of cam you went with, what heads... so you're now running a carb setup?

this is my camshaft but i know nothing about my heads absolutely nothing they came off of a 350 when i bought them the guy said they were re done but being in a hurry i didn't take the time to go back through them like i should have they are flat top pistons nothing to special if i remember correct the compression is like 11:1 i hope this helps.
