What part automatically lowers idle? PLEASE HELP
What component is responsible for fast idle at start/warm up, then lowers idle as temperature comes up?
I am having stall no start difficulty, and have another stall thread, but not enough input.
please help me, Im stuck with out my ride!

i believe the electronic spark control changes the timing according to temp,but the throttle position sensor controls the idle. the tps is usually pretty cheap,you could probably find the esc at a junkyard for cheap

The IAC controls idle RPM. It responds to the ECM commands to step open or closed to admit more or less idle air. If the IAC is clean and operating properly, check for a sticking throttle plate and any intake leaks, such as a PCV or EGR or vacuum hose.
The IAC on your TBI is easy to access, remove, and clean. I'd start there.
If everything appears to be normal, make sure the CTS is reading correctly since the ECM will establish target idle speed based upon coolant temperature.

Vader. Excellent input. Well, I cleaned out the tray end thing from the air soleniod(unsure of name, its the smog thing on pass side next to valve cover) and sprayed starting fluid into the TBI while cranking, and it ran!!! Now the issue is park idle 1025, and in shifting to Drive the idle drops to 700, then slowly climbs to around 3,000 and stays. Never experienced this before.
new plugs, IAC, Alternator, battery, ignition module, oil.
I just had car painted two weeks ago... any possibility some sort of spray got some where in engine bay and is causing troubles? seems far fetched, but any one seen this before?
