TPS voltage fluctuations

TPS voltage fluctuations

I was doing a scan and found that idle surges I'm getting coincide with fluctuations in the TPS. It seems for the most part it sits at .53V, but then it will jump a little to like .57 or .60, once in a while it will quickly jump to over 1.2V. The engine revs up when this happens (only a little for the small fluctuations like from my 600 rpm idle to 1000 rpm, but a big rev when it goes over a volt). The previous owner said he replaced the TPS just before I bought it, which would be a few months ago, and it does look new. Oh and I checked the throttle, it's closed and not moving when this is happening. Bad luck, or something else?
