Are these goal realistic?

I am thinking about building a bigger motor down the road. I want to plan every last single part before buying anything so I want to make sure my plan is even realistic. If it is doable, I may buy a part here and there when I find a really good deal on it. Mainly the block.

I want to build a 434. I want it to be able to rev to 8000 but make max power around 7500. Yes it will be in a mainly street car, but I like high rpm power over tons of torque. I have thought about road racing too. The car will have AC as well. It needs to idle in Central Florida summer heat and not overheat.

The block would be a 2 bolt main splayed to 4 bolt.

For heads I'm sure AFR 220's would be the best. Would my Canfield 195's ported out to the max by a pro with the bigger 2.08 intake valve be decent enough?

I may keep the car carbed or I may go fuel injected. If carbed, it would be a 950 cfm. If fuel injected, it would be a EFI victor jr.

I am looking for 650+ HP NA. Is a stock block able to hold this? Like I said, I wouldnt be building this for a while. I just want to make sure 650+ NA horse power on a stock splayed 4 bolt main block is possible and not have it overheat.
