Some have and some dont?

Some have and some dont?
I was wondering as to why some of the 5.7 350 have that extra piece on the top and what it actually does? I have noticed that quite a few of them dont have them but I hardly see them except on my car and a couple others. So what does it do?

distributor cover? all TPIs have that, some are just missing.

I suspect the Vettes got a metal cover for static suppression in the radio with the fiberglass. Does make the engine look better though.
