What do I do with these?
Do I plug vacuum hoses into these? I forgot how you hook up these two things?

Yes vacuum lines. I believe they let vacuum through while cold, and cut it off when the water heats up. Or the other way around.
On my 85, the one on the intake connected up to the big complicated tangle of hoses for the charcoal canister, and the one on the water neck connected to the valve in the exhaust (EFE).
There should be a diagram under the hood of how all the hoses are routed.

I'm not very good with diagrams but are these 2 circled ones the ones in my picture?

Yes thats it.
This looks exactly like the layout my car had, only the top and bottom connections were switched on the one for the efe. Dont think the they're directional as far as which way the vacuum flows through them though.
