Wipers Take 3 minutes to come on

Wipers Take 3 minutes to come on
Hi,
What is happening to make the wipers wait for 3 minutes to come on? If In put the selector on "low", I have to wait about 3 minutes, then the wipers come on and act normally.
I can go straight to "high" and they come on right away.
What part of the system is waiting 3 minutes? Seems like it would either work or not work.
