Lost with high idle...

Okay. i picked up a 87 iroc during the summer. It has a ac delco engine. I still havent figured out if its a 350 or 305. casting numbers are gone. Well i had to rebuild the dissy. Got it running. set the timing to 6 and it never would idle smooth. Idle would jump around. Wouldnt hold a idle on first start up. had to let it warm up. I pull the tb and clean everything. Put back together. No better. Swap iac's with another used one and it would idle at about 2k. yes i reset the iac. Bought a new iac and still same thing. Tps is adjusted dead on and no vaccum leaks. I can adjust the timing and it will idle back down as low as i want it. It runs great all the way to redline and drives fine. It does try to die when you push the clutch in but im pretty sure they swapped in the t5. Im just having a hard time because there are so many ? on what is correct and whats not. Also when i turned the key on to check the iac it would never move. Im getting almost 11v's at the plug. Will it move when the key is turned on?

okay i just checked the power again to the iac. With a jumper on a/b pins. There is no power to the iac and it does not move. without jumper it has constant 11 volts on 2 of the pins.

Measure the voltage of the tps at idle setting and then again at WOT. Key on, engine off.

okay. i just checked a new iac and it does close with a jumper. I have tried different tps's, iac's, and ecm's. Nothing helps. No vaccum leak. I have blocked off all the hoses to make sure. Can off timing make the car idle high? also could the fact that im running a manual instead of the auto be a possible?

well i just adjusted the timing with the est off and got it to idle at about 750. No timing light. i was just checking to see if maybe my timing mark was off. idle fine. plugged the est back in and now the idle is around 3k. could i have a bad dissy? it has new rotor, cap, pickup coil....
