Fuel sender..

wants attention

HI, I have a 88 v6 5 spd. . . I am having a problem with my fuel gauge. It shows full at all times even if completely empty. The gauge will go down when the car is off but it will go all the way past full when i turn it on.

What is causing this? My buddy said that my cluster gauges are bad and to replace them. I think its the sending unit .. what do you think??
