those are just fog lights that someone mounted where the headlights used to be, can be found at any parts store generally.

Look into halo lights if ya want something a little different.
HID lights tend to blind people and work well if they dont have the proper housing, just in case you start looking arround at lights. Watch out for e-bay HID's as they almost always dont have the right houseing for the HID's and jsut blind everyone, i know because people arround here buy them all the time.....and blind me even though there brights are not one if they have HID's for low and high beams.
