Cut hot wire to second fan, splice to hot wire for first fan.

More to a circuit than just a switch.
Have you tested the fan motor to see if the fan actually works?
Does fan circuit have power to it , does the relay circuit have power to it , does the relay work ,fuses good , wiring good , grounds good , etc, etc , etc

both relays should have a green/ white control wire , join those two together , when one relay turns on the other will operate as well
(if everything outlined above is correct and working properly , no amount of rewiring is going to fix something that is broke )

Is the air dam under the car in good condition? Theres really no need to have both fans ok all the time.

Did you change anything? Run low on coolant and have an air bubble trapped in the system now?

Thermostat stuck shut? Id trouble shoot the problem before trying to bandaid it with both fans on at once.

Is temp gauge working correctly?
Have you separately confirmed that the engine is actually at the temp shown on the gauge ?
