Fuel Pressure and Testor-general questions

I'm a bit confused as to all the information I see regarding the fuel pressure. I have a 1991 RS 305 TBI. I'm trying to check the fuel pressure. I recently purchased an Actron Fuel pressure testor for the TBI and the paperwork states the pressure should be 9-13 PSI. I see posted here on 3rd gen.org others are stating the pressure should be much higher. Where is the appropriate place to check the fuel pressure-down at the fuel filter or can it be checked near the the twin lines leading to the TBI (in the engine compartment).
