Failed Emissions. VERY Rich?!?!?! Im stumped

My Hydro Carbons where at 28.667 with a limit of 1.5. What kind of things would cause this high of a reading? Car runs great. Get very bad gas milage(7-11mpg on the highway) And after a 30 min you can smell gas. ITs a 1992 Camaro Z28 305 T.P.I All the lines to the Canister are dry havent found any vacume leaks. leaks yet.
Im thinking injectors could be bad car sat for 7 years. my fuel pump is new(Airtex so its very loud and probably going to fail in a moth or so, yay) New plugs new wires, new cap and rotor, and fuel and air filters, How do i test my FPR?

Pull vac line off fuel press regulator. If you see fuel, the diaphram is leaking.
Connect fuel press tester to fuel rail to check fuel press.

Dry. Also Ohm'd my Injector hot. They where at 18.8 my Voltmeter is 1.5 off. (You touch the two probes together it reads 1.5, i know i have a crappy meter.) I heard someone say my Temp sender could be bad and telling the computer it is very cold out So it richens it. (Ive heard like -115+*) Also what the Eff is the little White Canister thing by the gas tank????

The coolant temp sensor connectors are known to fail. I had to replace mine a while back. Good thing to check.
Check your temp sensor with this:
