Hey guys,
I noticed this a few months after i got my car. I drive my car about every other day and havn't had any real problems with it driving, but this till looks like something that needs to be fixed!
What exactly is this part in the car?

It looks like the A.I.R injection pump line. Yes its broken.
Is your A.I.R pump that that line is connected to still have the v-belt connected
and spinning when the engine is running?
It is for emissions and pumps air into the exaust manifolds.
My 84s A.I.R hose is broken just like yours.
The previous owner just removed the v-belt and left all the rest of the AIR
system intact.
I haven't messed with it and have had no issues.
I don't know if Az. has emission testing or if that is necessary and can't be removed.
You could cobble the line back together by sliding a piece of pipe inside the hose and that
broken "valve" so it would appear to function and be correct.

Just replace it. Better than either hacking it, disabling it, or just putting up with the noise it's making. Be sure to support the part it screws into with a wrench, while unscrewing it; otherwise you'll end up destroying that tube manifold thing, and that's AHELLUVALOT more $$$$.

And one more thing..
Would this broken AIR check valve have anything to do with why my front V belt that goes from my Air pump to fan just broke?

NO..............Not unless the AIR pump itself seized up.
Does the AIR pump pulley turn by hand? Is so its ok.
Prob. just a old belt....................
