Can anyone tell me exactly where the relay is located on an 88 tpi car?

In the engine compartment on the drivers side firewall
Disconnected the 3, I see at that location. Fuel pump still runs

That's because the fuel pump is also powered through a circuit governed by an oil pressure switch. Pulling the relay while the car is running will not kill power to the fuel pump as long as you have oil pressure. Disconnecting the relay with the engine off will disable the fuel pump priming that occurs when you turn the key "ON" but without cranking the engine. If you try to start it, there will be a few seconds delay as the pump will not come on until the engine builds up oil pressure.
Still primes, key on, all relays in THAT area disconnected. Got a pic?
