Code 54 - TPI - Fuel Pump Circuit

I am getting code 54 lately with a long startup. I have the GM service manual for my 1991 and went through the diagnostic tree for the trouble code; using check engine light and a fused jumper. I came up with needing a new fuel pump relay. I unplugged it and tested it a bit and then re-plugged it into the car and now my car works again with a 2sec fuel pump priming with ignition ON.

Should I still replace the relay? Can they be intermittent or am I now realizing it may be a loose connection or wire somewhere??
