Rebuilt Power Steering pump

I just rebuilt my power steering pump on my 1990 camaro , it was leaking out the shaft seal. I bought a rebuild kit and everything went smooth. It is in the car but does not seem to work. I have the car up on stands and have been rotating the steering wheel both with the car off then on. I've done this about a hundred times but am still seeing bubbles in the fluid. I can really here the fluid rushing in while I turn the wheel to the right. It does not sound like the pump is doing anything when the car is running. Could the spring loaded valve be stuck?? Any ideas would be great.
