Fpr or fuel pump

It recently aquired a 90 camaro with a hsr intake. I have a fuel pressure gauge hooked up to the line and am getting max 22psi build up without turning it over and was told it should be 45 psi. I have to turn the key over a few times to build pressure in the line an it stays at 22 for a few minutes before bleeding off. So before I went an replaced either I wanted some advice.

Clamp the return line shut , run the pump and see if the pressure builds ( to what psi ?)
If it does ,reg is most likely faulty and bleeding off pressure.
If pressure does not increase most likely pump is faulty.

Pull the connector off the oil pressure switch and jumper the terminals.Pump will run full time with key off.
( Key on ,you are only getting 2 sec of pump run time which may be too short to see the true pump pressure )
Alternatively put 12V to terminal G of the ALDL connector under the dash to run the pump for test purposes

I can't turn it over right now I sent the prom out to get reprogrammed an have a new vortec 355 motor running the stock 305 tune so trying to keep from turning it over till I have a tune for it. I will have to try the rest of your sugrstions an see what happens

I clamped down the return line and the pressure stayed at 22. I wired the fuel pump hot an it pushed the psi to about 23 but goes no further then that.

Seriously looking like you are going to have to drop the tank for a pump swap

No problem is cranking over the engine without a prom.
Nothing will happen , it will have no fuel and no spark so all it will do is crank
Oil pressure only has to build to 4 psi while cranking for the OP switch to run the pump.A good engine should get 15 -20 psi on the starter easy

Yeah I figured id be doing a pump change but just had to be sure it's been a minute since iv laid hands on a car. Army takes too much time I get maybe a hour or so to wrench before I got crash, rinse, wash, and repeat.
