fuel pump or fpr?

fuel pump or fpr?

I have a quick question. When my car has set for a while I have to turn the key on and of a few times to prime the fuel system. The longer it sits the more I have to prime it. After it starts it will run like crap for a few minutes but then it runs ok. I tried to check my pressure with an Autozone fuel pressure checker. I got nothing on the gauge until I turned the key back and forth a few time and then it only read 18 psi. After I started it it stayed at 18 psi. Idk how much I would trust the gauge. I don't think 18 is enough for it to even run. I just put a new filter in and my injectors are fairly new. I replaced most of my vacuum lines(couple were dry rotted). So that leads me to believe the pump is weak and bleeding off or my fpr is shot. I pulled the vacuum line on the fpr while it was running and no gas came out. I don't have any gas in my oil. It is on a L98. So my question is do you think it is the pump or the fpr?

Have to run the FPR leakdown tests to determine
