I thought I might get more response here in the general forum on this than Interior section...

Can someone tell me if this is suppose to separate like this or is this a vacuum leak?

I believe it needs to be tight, not separated. I fixed my wife's 85 TA years ago. Start engine and cycle though the settings; it shouldn't hiss or leak

That looks pretty much fallen apart. Kinda hard for something to act effectively as a valve when all the connections are exposed to the outside world.

Thee should be a layer of silicone grease between the two halves as well.
