IROC won't start

IROC won't start
Found this disconnected by the battery. What is this and where does it go? Could it be the reason why the car won't start?
I've replaced the fuel filter and fuel pump relay....just checking anything else I can before I decide to replace the fuel pump...car cranks but won't fire....it'll fire with starting fluid.

Looks kinda aftermarket.
If the car started in the past without those connected, it'll start in the present and the future without them, as well; once the actual problem is found and corrected.
Got 12V on the wire that goes to the pump leaving the relay?
