Not completely sure what we're looking at there...
Kinda looks like maybe the Bendix is retracted. (i.e. it's not in "Start")... ??
What 350 is it? What flex plate? What starter? Be specific; "stock" isn't a good enough answer, unless you mean "stock for a 90 Camaro 350".

Engage the starter. How much of the bendix teeth go into the ring gear teeth?

Could the flexplate be on backwards?
The raised part of the mounting "pads" goes towards the torque converter.
