I have a 1988 Camaro IROC 5.0 W/5 speed Tuned Port Injection. I am having problems with the car running/accelerating. The car is stored during the winter months. I pulled the car from storage and the car is running terrible. I can start the car but I have to hold the gas pedal to the floor to keep it running. When I try to give it gas from idle, I get a popping through the intake manifold and the car won’t rev past 2,000 rpms. I have spark going to all eight cylinders. I checked the fuel pressure at the valve by the distributor and I have less than 20 psi. Do I have a bad fuel pump or a bad regulator?

Axle/Gears: 9 Bolt Torsen 3.70

Pinch the return line from the fuel rails back to the tank and see if the pressure rises. If it does the regulator or injectors are leaking. If it doesn't then it's probably the pump.
