Ignition coil only firing 3-4 times

Hey everybody new guy here. This is based off a boat but it's a 2006 Chevy 350 vortec tbi with HVS distributorless ignition. I have had no luck on boating forums and hoping someone can help me here...
I put new engine in and am currently experiencing the following issues.
Engine will crank and not start... replaced parts are as follows.
Ignition module
Ignition coil
Distributor cap
Distributor rotor
Crankshaft position sensor
Camshaft position sensor
ECM
Batteries
Fuel pump
Plugs
During cranking the engine the ignition coil will only fire 3-4 times no matter how long engine is being cranked . Code came up 0336 crankshaft sync noise. I have hand rotated the motor and verified the crankshaft position sensor is getting 5v and putting out the 5v on/off signal. With camshaft position sensor unplugged coil will fire consistently. Timing I feel like is set where it should be. Does anyone have any ideas? Any help would be GREATLY APPRECIATED!!
