Tools? RPM Tachometer? Recommended type

Every time I go to work on the GTA I find the need for another tool.
Since this is the only car I work on, the real nice tools while I would like I can't really justify. (snap on and the like). So start the shuddering Harbor Freight comes to the rescue. Please keep in mind I am only doing simple work.
I am only a shade tree mech. But am learning all the time.

So the current tool I would like is a RPM tachometer. Need to reset the IAC.
There are many different ones out there. So what and which type would be the best but understanding my CFO is in charge of the budget.
Maybe I can start a list of recommended tools and sizes for current and future third gen members.
As always thanks in advance.
