So what causes this build up in the distributor?

Not having any dielectric grease on the underside of the i.c. allowing it to have a minor short to the dizzy itself

99% of that white crusty stuff is from using a distributor cap with aluminum terminals. Always use a cap with brass terminals.

A good portion of the rust on the ferrous parts is from galvanic action. Aluminum, ferrous metals, ozone, and moisture complete the picture.

Note that the ozone is from the high voltage. In post #2 zed summed it up.
