OK. What is this?

OK. What is this?
Saw this while replacing plugs and wires. It is hanging down on the passenger side near the starter. Seems that it should be attached to something...
'89 L98 IROC. I have no codes and the car runs good.
This picture was taken under the car looking up.

BTW the connector is broken/melted. A new one is about $2 from Mouser, but shipping would suck.

Re: OK. What is this?
The fan runs constantly when the engine is running. I assumed the previous owner wired it that way intentionally, but would the melted/disconnected connector cause the fan to run constantly?
The cooling fans are something I've been meaning to dig into, but frankly the car runs nice and cool as it is, and I've had enough other things to do with the car that have taken precedence.

Re: OK. What is this?
The primary fan should come on around 220*. The secondary comes on when the A/C is on, or when commanded by the ECM. If it both come on with the key in run before hitting 220* and the A/C is off, the relays have probably been hotwired. It's a sloppy trick, but popular and easy. The fans don't need to run most of the time. The airdam pushes all the air necessary through the radiator as long as the car is moving. Having the fans run all the time is just wasted.
