Fuel Issues

So im having an issue with fuel delivery in my car. I have an 86 Berlinetta Camaro that i have a 406 sbc , and I’ve tried using an external electronic fuel pump, and a mechanical fuel pump, and have no luck with either. The electronic gave me fuel for a bit before it stop sending, reason being was it was mounted to high above the tank and I didn’t have anywhere else to mount it, and the mechanical isn’t pumping fuel at all. There was an older mechanical fuel pimp on there at first hat had a return line on it, but i took it off and stupidly got rid of it when i put a bigger cam in. Do i need a return line to go back to the pump? Thats what the car had when i first got it so I suppose that’s what the issue is
