issues with starting when fixing fuel leak on top of fuel tank

ok,so i have a 1986 iroc z28 camaro with 305 converted to carb it was running fine but had a fuel leak on the top of the fuel tank so we dropped it i noticed that they cut 3 of the iron lines coming out of what i think is called the fuel sender?(im 18 working with my dad on this project car dont know the names of everything)well its the thing on top of the fuel tank so one sent fuel to the engine and one was blocked and the other two were just open so we assumed thats were it was leaking so we blocked one and put that vent thing on the other so it could vent in .We also changed the fuel filter and we put the tank back in and conncected the rear back in when we went to start it it started but then died,it then started again but died ,then it just cranked but did not start. when we took off the gas cap air came out so we thought it was a venting thing so we left it off but still wont start.the little plastic fuel filter by the carb has fuel in it so i dont think its a fuel problem idk? We were going to open back up the once that were open and maybe it was leaking from the rubber lines we replaced? and those were open so it could vent?

also we were going to install a fuel regulator because it starts at 10 psi but i dont know does it need it turned on fine before ?
