Can a flywheel be overtorqued??

I was wondering because a while ago i had my clutch replaced and they said part of the service was resurfacing the flywheel. Not too long after i had it done i took the car back to the place i had it done because of a different problem, but the guy that drove my car said i had some clutch chatter. You would think that with the resurfacing i wouldn't have any real noticeable chatter. So I am wondering is it possible to overtorque the flywheel with maybe an impact gun and cause some distortion. Or do you think they just didn't resurface the flywheel in the first place. If not, are there any other causes for clutch chatter??

Anything can be overtorqued. I think a bad throwout bearing can cause it
