Need Help With Rear Brakes Fast!!

Alright heres the deal, its not a thirdgen but at least its a chevy. This site is great and everyone seems to know alot so I need some help. I have a 92 chevy corsica. All I know is its equipped with anti lock brakes. Well its currently off the road and the last time it was driven , actually like driven was about 1 month ago. Heres the deal, when I drive it up the drive way about..10-15mph and then hit the brakes, the rear brakes lock right up, its almost impossible to stop without the rear brakes locking up. The front ones are ok, but the rear arent. Also when I hit the brakes the back end drops, then once im stopped and I release the brake the back end lifts up again, could this be from bad suspension in the back? well please I really need help so I know how much money this is gunna cost me, if any. My brother seems to think its just from not being driven, and once its on the road and actually stopped from 30 miles and hour the problem will work itself out?? Thanks alot for any help, and sorry its so long.

Alot of times that problem does cure itself... it's from the drums getting rusted up. Once the rust wears down, which is just a short distance of braking, all returns to normal. I'd try driving it carefully around the block and see if it heals itself before getting excited.

Thanks alot for the response, I know the BRAKE pads are fairly new, i hope it fixes itself.
