cooling fans

Noticed my cars been running hot, actually always been this way. Had the hood open today while it was running and noticed that only one fan is working. Is this normal??, or is one fan burnt out. When i checked it, the car was running at about 210 degrees farenheit...

I believe the secondary fan kicks in at 220. A quick way to check is to switch connections between the fans and then check to see if the passenger side fan comes on. They can be wired to come on together if you feel like cutting into the harness.
