Problems with ECM maybe...

Problems with ECM maybe...
Here is the problem. When I turn the key to the on position the fuel pump does not turn on. But when I connect terminal G on the connector under the dash to a 12V source the fuel pump does turn on.
When I short out terminals A+B on the connector under the dash and turn the key to the on position, absolutely nothing happens. The coolant fan does not turn on or the SES light does not flash.
During the winter months I checked all the wiring under the hood, because I noticed alot of stuff was not hooked up, or wired incorrectly. Also I replaced the fuel pump and the fuel pump relay.
Is any of this an indication of a bad ECM or is there something else I should be looking at. The car is an 87 Camaro 350 TPI.
Any help would be appreciated.
