heheh, that big old propeller sitting directly in the middle of the air flow is REEEEAAALLLYYY gonna boost your HP. By the picture it looks as though they have effectivly blocked off 50% of the flow capability of that tube with the *** propeller and Tyco electric motor.

That is a bilge blower out of a boat. 
It is used to remove fumes from the engine hatch area before you start the boat so that you don't blow yourself up. It has been 5 years since I worked in the boat shop but, I don't think they were $50.
BTW when this idea first surfaced my brother and I tried it for ourselves with a blower that looked just like that one and it did absolutely nothing for perf.
