Need new O2 sensor?

I hope this is the right forum, but any way, my car is running rich and there is really no indication as to why except one. Now from what I understand, If the O2 sensor reads a lean condition, it will add more fuel, and a rich condition reduces fuel, right? Well, when I hook it up to the scanner, the BLM reading is pegged at 160 and doesn't change. The voltage reading from the O2 does fluctuate, but not totally like it should. Does any one think the O2 sensor is bad, or is there something else I'm missing? I've tried burning different chips, both adding and taking fuel, and the BLMs are still pegged. Any suggestions would be much appreciated.

BLM over 128 is lean........

I had some trouble getting my BLM's to 128 when I started to burn PROMS, the O2 readings dident seem right. I changed the O2 and it became much easier.......
