I recently changed my EGR Valve, Harness, and Solenoid.
The EGR Valve is attached to the intake manifold by 2 bolts.
There is also a wire you have to disconnect... it is about a foot long and has a connector you simply unplug.
When I changed mine, I also needed to fix an intake gasket leak so I pulled the entire manifold off.
Hope this helps.

To check your EGR valve hook a vacuum pump to the valve and place a small inspection mirror where you can see the bottom side of the valve. Apply vacuum and see if the diaphram moves upward (underside of the valve), if it doesn't move, replace the valve. If it moves, see if it stays open until you remove the pump, if it does, the EGR valve is good. next hook the vacuum line back up to the valve, start the engine and let it get up to operating temp, while watching the diaphram i nthe mirror, rev the engine and see if the valve moves, if it doesn't...disconnect the connector from the solenoid and hook a volt meter to it and rev the engine again, if you get voltage replace the solenoid, if not you have a wiring problem.
If all of the EGR checks out good, try replacing the coolant temp sensor. I had the same problem on my 91 formula, along with a ck eng lt (EGR code), EGR gasket was not there. Replaced the gasket but the bad idle and stumbling was still there. Turned out to be the CTS.

Morley:
You said there is no wire... I'm building a motor out of an 88 IROC and putting it into a 91 Z28. The new wiring harness doesn't have a connection for the plug on the EGR... Just leave it out? I was told it will run bad if its not plugged in, but there is no place to plug it in... Any advice you have would be good
