Vacuum numbers

I just did a heads, cam, and intake swap, and I think the vacuum is a little low but I'm not too sure. It's a L98 motor with a CC 224/230 cam, and a HSR. The guage was reading pretty steady at 8. Isn't that pretty low? Also, if that is too low, and I don't hear any vacuum leaks anywhere, what else could cause such low pressure??
