What is this port supposed to be connected to?

That is not a Vacum port. That is a special bolt for the runners that can hold the Throttle cable in place if I rember right.

yea, on my car, it is between the two pairs of runner tubes and there is a plastic clip holding the throtle and the tv cables in place.
