Timing and fuel pressure
I am about to fire up my 383 and have some questions. I know i have to locate and unplug the EST terminal plug to set timing...is that to the left of my heater core? My second question is about setting my fuel pressure...What is a good starting point with 30 lb injectors?

Did you have a chip burnt with the injector constant set to 30 pounds per hour?
Are you using a MAF system? Was it originally a 305 (with 19 pound per hour injectors)?
A good fuel pressure for 30pph injectors that have a chip with the proper injector constant is the stock 43.5psi (vacuum to the regulator disconnected while setting it, or just cycle the key a bunch of times to get it correct without starting it).
A pressure that you could use to get by for the break-in period would be much lower if you don't have a proper chip (like 30psi - fakes the injectors to seem like 25's).
The MAF computer can compensate for the larger displacement good enough to run as long as it's programmed with the correct injector size. Otherwise, it'll be stinkin rich and won't run well at all. But, with this lower pressure, you may not have the total fuel flow required (from the injectors that are now flowing less due to the lower pressure) to go to max horsepower, so don't try until you burn a new chip for it. And you can't put the pressure back up to normal to try it either, because then it will likely just be richer than snot (so just get a chip with the correct injector constant).
If it's MAP (but since your name is 89, I'm assuming you're MAF), you'll have a lot of work ahead of you in the PROM burning arena.
How much power is this motor expected to put out?
Timing = 6deg with EST Bypass wire disconnected. It's a Tan/Black wire with a single weatherpack connector near the firewall in the engine compartment, on the passenger side.

I am getting a chip--and it was a stock 305 with 19 lb injectors.
A guy who worked for chevy is going to reprogram my computer for me. This 383 is somewhat mild--9 to 1 flat top piston with a .490 cam, just wanted a tire burner!!
