10psi of fuel pressure w/ BBK AFPR and Holley 255lph, wtf?

10psi of fuel pressure w/ BBK AFPR and Holley 255lph, wtf?
Alright i was driving around today, and initially the cars was fine, then as the day wore on it started sputtering if i went past i'd guess 40% throttle.
I got it home and left it idling, popped the hood, my temp gauge said i was running about 220 which i didn't care for, i go grab the hose to spray down the radiator and bring the temps down before i shut it off, and as i'm spraying i blip the throttle to check my pressure, it was sitting @ idle static between 35-30.
I blip the throttle, just barely, dips to 10psi and sputters like it did when i was driving earlier... i try it a few more times, same result, blip... stutter.
I'm getting really pissed off at this fkn engine... the 2 biggest pressure related parts of the engine are new and upgraded, and it's still doing this stupid stuff... any ideas on what could be up? or suggestions on things to check?
So far i've checked for good sealing on the vacuum line to the AFPR, and once my buddy gets of work i'm gonna check voltage @ the pump when revving to see if it's waining off there, other then that... i'm stumped.

Did the voltage test, 15v idle and revving at the pump measured directly off the terminals.

Fuel filter could be clogged, sock on pump inlet could be clogged, AFPR could have a problem, fuel pump could have a problem.
IIRC one of the AFPRs is not designed correctly. The piece that seals agaisnt the seat flips sideways. This causes a lot of fuel to bypass the seat.
