and how do I get it back to 128.?

Means the ECM is trying to pull fuel out...108 is lowest it'll go, IIRC. Assuming no issues with injectors/afpr leaks, etc...then you'll have to tune it out in the prom.

was the 108 seen at a transition? What was the INT? Need more info.

I have a block Learn problem as well. I have 24# SVO injectors but I can not get the fuel pressure below 48 psi with the vaccum disconnected on my adjustable fuel pressure regulator. I have the screw backed all the way out. Could this cause a rich problem??? also I just boosted the injector rate from 22 to 24 in tunner pro. and burned a new chip. Can I take that to 26 even though I have 24# injectors?? need to try and lean this thing out.

Assuming the BLMs were previously fine and you've made no modifications since then, I'd start with the O2 sensor. Pull it, inspect for white crystalline deposits or other whiteness, and replace if so.

Typical failure mode is contamination/poisoning with silicates (wrong type RTV sealant, coolant leakage...) which causes the sensor to report rich fulltime, which causes the ECM to pull out fuel by dropping the BLM until it bottoms out at 108.

If you find white crystalline buildup, it's time to check for cooling system problems. Pressure test via a rad adapter pump from AutoZone, or leakdown test via spark plug adapter.
