Difference in accelerator cable bracket

I've noticed there are 2 different accelerator cable brackets that bolt to the plenum. and they both use the same bolt pattern. One has the flat part toward the back and one toward the front. Is this a difference in years or a difference in vette / camaro? Mine is the one with the flat part toward the back and my TB is held open slightly when the cable is hooked up. and i have limited travel on the accelerator pedal.

so what are the differences? what came with what?
