SES Flickers and the fan is on....

I have a 1987 Camaro with a 305 TPI. The car is very rarely ever driven now that I bought my new truck so its sits around a lot. Last time I parked it I didn't drive it for about two months but it ran fine...no problems. I go to start it and the SES light is not on and the fan is running?? Of course the car will not start. If you let it sit for a minute or two the SES light starts to flicker rapidly and eventually the SES light comes on full and the fan stops running. Then I can start the car. Obviously it is an electrical problem, but where to begin...is it a ground?? When the car does start it may throw code 42, but I believe the problem is bigger than that due to no SES light. From my expierence with camaro's, which I had for almost 11 years, the only time the SES light doesn't come on is when the fuse is pulled that goes to the ECM, but the fuse and connections are fine.

Any info would be greatly appreciated!!
