What wrong with Tach? Alt and Battery tested ok. Rich at warm up also.

What wrong with Tach? Alt and Battery tested ok. Rich at warm up also.
Well my engine swap is still ongoing as I can drive the car but it doesn't run like it should. The Tach is going crazy, but I had the alternator checked and it tested as good. The battery tested good too. Why is this happening?
The car runs fine at Wide Open Throttle but at around 2000 rpm is stutters at little. And the Tach jumps from 2000 to 3000, up and down, up and down. My kickdown cable is not hooked up but I've been manually shifting gears, didn't think it would matter about engine performance in general.
My blinker is really slow and the lights on the dash for the blinkers don't blink either, but I can hear it clicking.
I have and underdrive pulley on the crank and alternator but Its not supposed to effect voltage.
I cranked it today and it ran really rich for about 2-3 minutes and then the idle leveled off and it wasn't rich anymore. Is this the open/closed loop thing? The oxygen sensor has to warm to be able to read the air or something right??
I swapped from throtte body injection so this whole T.P.I. thing has me baffled.

I am running a 90-92 ECM and I have a custom PROM from PCMforless. The engine is a 350 cu in., 2.02/1.60 polished heads. My cam is 210/215 Duration @.50, 4.80 lift @.50. Stock TPI intake but has been slighty ported and the lower intake is fully polished inside. 24lb Ford Venom injectors, headers, Adjustable Fuel Pressure Reg. Stock throttle body as well. High flow fuel pump. Thats probably about it.
