IAC noise (trying to set idle air)

IAC noise (trying to set idle air)

I am trying to set min. idle air, but when trying to "pull" back the IAC to unplug it, even after waiting 1min. go under the hood to unplug it and it is making noise (like it's moving back and forth) is this normal or is something wrong with the IAC itself ??(IAC is new from TPIparts.net)(TB has been cleaned too)

As long as the the ALDL A & B are shorted and the ignition is on, yes, the IAC will be clicking. Just unplug the connector and continue with the idle air setup.
