VACCUM AFFECT FUEL PRESSURE

So I went out and bought a fp gauge and I tested it. I'm wondering if vaccum affects the readings at all. Granted I did only spend 30 bucks on an ATD gauge. My readings were with the vaccum line on, it was fluctuating between 38-40lbs, with it off they were between 46-48. Someone is tellin me that the fluctuating could be a vaccum leak. The problem I am tryin to diagnose is a hard start when warm. I have a bbk afpr, venom 24lb injectors and a 3 month old carter high pressure fuel pump. Now the hard start was before and after each of these things were changed and before and after my new motor a year ago. Also if u tap the gas real quick in park or neutral there is a small miss, but no miss when drivin. I'm just lookin for some advice because any mechanic I ever go to seems to want to throw parts at it. Sorry for the long post. Thanks.
