does the throttle cable...
go under oone of the runners? It looks like it does and would fit best there, but I'm just making sure what I'm doing is right. It's my last stage in doing the injectors and all.

No, I did that one by mistake when I was mounting up my SLP runners. A lot of tpi cars are missing a strange looking bolt these days, but it had a clip that retained the bracket. Proper mounting looks something like this.
