When the outside temp. is 85 degrees or more and my car is running over 200 degrees and the gas tank is under three quarters of a tank the car will start making a whining noise from the gas tank, then eventually the car starts cutting out then dies. After it dies I relieve the pressure from the gas tank and there is a tremendous amount of pressure. Then let it sit for a couple of minutes and then it runs fine for awhile until it starts doing it again. It usually only does it driving around town, but if its 95+ degrees outside it will do it down the highway. What the hell is the problem here? It is very annoying. thanks for any help.

I am wondering if your breather tube in the fuel tank is clogged. When you remove the cap it should not suck in air or blow out air.
On the cars that I have worked on, there is a breather that is to allow air to come into the fuel tank so not to create a vacuum. It is located on the driver side near the axel. If you are getting a vacuum then removing the cap would allow the tank to equalize. With vacuum in the tank your fuel pump would have to work harder to pump fuel.

Another thing is that when its whining and the car is still running, I relieve the pressure from the tank and the car dies.

I have a similar problem. my car has a high pitched whining noise from the fuel pump area on hot days. I figured out what it was when I took the gas cap off and it stopped. I have a small leak in the tank that whines when its under pressure (hot weather with low gas level)
try this. when you have less than a 1/4 tank and its hot out, drive the car and see if the noise commeth. when it does park it and see if it stops when you turn the car off. if it stops in a few seconds then it is your fuel pump. if the sound persists for a long period of time, unscrew your gas cap and see if that stops it. if relieving the tank pressure stops it it is most likely a small leak.

The car doesn't make the noise when its off or if the key is in the on position, only when its running. I think I'll end up replacing the fuel pump, vent, and fuel filter. Thanks for your help.
P.S. THe car still pulls 5500 RPM in any gear, wouldn't a fuel pump going out keep it from getting this high?

Try the filter first. Pump replacement is a major hassle and that much worse if you have done exhaust work that gets in the way.
