Why are L98s so slow?

What does your car run 87irocz350?

I'm saying a L98 car should beat mine, but I don't see any around here and I see alot of slow times in people's sigs with modded L98s, like mid and low 14s with heads, cam, intake runners etc, those cars should all be mid to low 13s in my opinion. Why aren't they???
