Sluggish on rebuild

Axle/Gears: 3.73 9 bolt Posi
Sluggish on rebuild
Hi Everyone,
I recently finished my rebuild and took the car out the other day. It seemed sluggish and didn't want to pull hard like it did prior to the rebuild.
I took the engine out and had the following done...
-cylinders bored .030 over
-connecting rods cleaned/refurbished
-new flat top Speed Pro pistons with coated skirts (about 10:1 compression)
-rotating assembly balanced
-added 2500 rpm Hughes stall converter
Other than these changes, everything in my sig (heads, cam, etc) is the same.
I checked and the TPS sensor is at .60v. No fluid leaks. Base Timing at 8*.
Does anyone have any ideas as to what I can do to fix the sluggish issue?
